HBCSD Makes Strides: State Test Results and Progress Across the District

The California Department of Education (CDE) released the 2023 California Assessment of Student Performance and Progress (CAASPP) and English Language Proficiency Assessments for California (ELPAC) scores, and Huntington Beach City School District (HBCSD) is proud to report continued excellence in student performance across multiple subjects.

This year’s CAASPP results reflect the district’s success in surpassing Orange County and state averages in English Language Arts (ELA)math, and science. In ELA, HBCSD students outperformed the county by 12% and the state by 23%. Math scores were even stronger, with the district exceeding the county by 17% and the state by 29%. Similar trends were seen in the California Science Test, where HBCSD students surpassed county averages by 12% and state averages by 22%.

In addition to these academic achievements, HBCSD has been recognized in a recent Orange County Register article comparing cost per student and learning outcomes. The article highlighted HBCSD’s ability to deliver competitive results, demonstrating that the district's high student outcomes come even with modest per-pupil spending. Further underscoring HBCSD’s excellence, the California Reading Coalition ranked the district number three out of the 300 largest districts in the state for 3rd-grade literacy rates among Hispanic students—an impressive accomplishment that speaks to the district’s commitment to equity and inclusion.

These milestones reflect the important work of the District’s teachers, support staff, and the entire school community. The California Assessment of Student Performance and Progress (CAASPP), taken by students statewide in grades 3-8 and 11, includes rigorous Smarter Balanced exams in ELA and math and science assessments for students in grades 5, 8, and high school. These tests go beyond traditional formats, requiring students to demonstrate critical thinking, problem-solving skills, and higher-order reasoning.

Superintendent Dr. Leisa Winston emphasized the collective effort behind these achievements, “I appreciate each member of our HBCSD team for their focus on student success. They are dedicated to providing high-quality instruction to students each and every day. Their commitment is inspiring and central to these remarkable accomplishments.”
