Safety remains a top priority in the Huntington Beach City School District (HBCSD). While we continue to build and implement plans and procedures to handle emergencies, it's important to recognize that maintaining school safety is collaborative. We greatly value the partnership and support we receive from our local law enforcement and school community, as their involvement is indispensable in our commitment to a secure learning environment.

All our schools have adopted the "I Love You Guys" Standard Response Protocol (SRP), ensuring that emergency responses are uniform, planned, and well-practiced. The SRP clearly defines the five actions to take in an emergency: hold, secure, lockdown, evacuate, and shelter.

HBCSD is partnering with WeTip 2.0 for all school sites. WeTip 2.0 is a 24-hour anonymous reporting system (tip line) through which suspicious activity and safety concerns at all schools can be reported via phone, text, and an online form. Emergency Supplies: All sites have consistent and up-to-date emergency supplies. These supplies include site-wide disaster kits and a Stop The Bleed/First Aid Kit/Backpack for every classroom, stocked with essential emergency items.

Security Film: After a thorough evaluation in collaboration with district leadership, HBPD, and our risk management company, a heavy mirrored security film has been installed as an enhancement on building windows that are outside the fence perimeter.

Controlled Entry: Front lobby security systems are being installed to strengthen the safety of students, staff, and visitors. Systems encompass a camera doorbell, electronic lock, and an intercom system. The District is diligently working on full implementation and integration, and rollout will begin soon.

Fencing: The fencing project at Hawes, Moffett, and Seacliff Elementary in the kindergarten areas will replace the existing six-foot fence with the new district standard eight-foot anti-climb fencing. Completion is anticipated by January 2024. It’s recognized that other district fencing must be upgraded to the new District standard. However, the current priority is to address the most vulnerable kindergarten areas. Future fencing projects will be identified in the annual budget planning process.

Radios: Standardized radios will be implemented to enhance communication during emergencies, expected to arrive this fall. District staff will undergo training on radio operation once the system is integrated.

We welcome and encourage parent volunteers within the parameters defined by district guidelines. To ensure students' and staff's safety, all volunteers must present proof of a negative tuberculosis (TB) test and register through the Raptor System. This system mandates using a visitor's driver’s license (or other approved government-issued ID) for identification purposes.

Upon arrival at the school grounds, all visitors and parent volunteers must check in and sign in on the Volunteer/Visitor Sheet at the school office, where volunteers must present their ID. Volunteers will receive a prominently displayed badge, reinforcing our commitment to a secure learning environment.
