The HBCSD Early Childhood Education (ECE) Programs are designed to invite children into the world of learning using the California Preschool Learning Foundations as a catalyst for growth in all areas – social, emotional, physical, and cognitive. We aim to nurture and enrich a child's overall development and provide a solid foundation in literacy and mathematics, creating the building blocks for lifelong learning.

Whole Child Curriculum

School readiness activities are integrated with art, science, music, dramatic play, and creative movement – all designed to nurture and enrich a child’s total development and present students with the prerequisites for success in kindergarten.

The curriculum is based on the California Early Learning Foundations and Curriculum Frameworks that have been developed to promote language development, literacy, cognitive skills, problem-solving, social-emotional skills as well as large and fine motor skills.

    • Half-Day, 9:00 AM- 12:00 PM
    • Full-Day, 9 AM- 4:30 PM / based on family need
    • Serving Toddler (2-year-olds) & Preschool (3-5-year-olds) Ages

We welcome children who live in or beyond Huntington Beach. Transportation is the responsibility of the parents/guardians.

Experienced, highly qualified, and licensed Early Childhood Instructors (1 instructor: 8 children ratio, maximum 24 children).

Free for families who meet eligibility requirements; children with an IEP may exceed income requirements. Enrollment forms are collected year-round, and students may enroll as space allows.

Please complete the document below and schedule a time to return it in person to Perry Elementary, Early Childhood Office, 19231 Harding Lane, Huntington Beach, CA.   

Complete the 2026-27 State Preschool Eligibility Form (linked below) 

One month's worth of most recent income will be required to verify qualification. An enrollment packet will then be provided.

Additional forms will be completed in our office after we have contacted you regarding your eligibility.  

During this meeting, you will bring in:

  • Original birth certificates for every child under the age of 18 counted in your family size
  • Documentation of all countable income, including Gross Monthly Income, Public Assistance, Disability/ Unemployment, Workers Compensation, Spousal Support, Child Support, Survivor Benefits, Retirement Benefits, Dividends/Interest, Rental Income, Foster care grant, Financial assistance for the child, Veterans pension, Annuity/Pension, Inheritance, Housing included in pay, Auto included in pay, Student loan living expenses, Insurance settlements, Net gain from the property, and other income.
