The Huntington Beach City School District (HCBSD) is committed to providing a quality education for all district students. All intradistrict and interdistrict transfer requests will be approved or denied based on enrollment capacity and in accordance with relevant California education codes, board policies, and administrative regulations.  

INTRAdistrict Transfers

What is an Intradistrict Transfer?

Intradistrict transfer requests are for students who live within the HBCSD school boundaries but would like to attend a school other than the one assigned to them by residential address.

HBCSD to honor these requests if there is sufficient capacity at the desired school and grade level without displacing currently enrolled students. Preference is given to siblings attending the same school in accordance with board policy. 

HBCSD allows for intradistrict transfer requests to be submitted each year during an “open enrollment” window. When the number of requests exceeds the space available at a site, a computerized random selection will be used to determine placement at the school of choice from an eligible applicant pool. Parents will receive email notification regarding school assignments or wait list status before the end of the current school year. 

2026-27 School Year – Intradistrict Transfer Window

The intradistrict transfer request application window for the 2026-27 school year will begin on February 10, 2026 and end on February 20, 2026. Intradistrict transfer requests that are received after February 20, 2026 will be placed on a waiting list and will only be approved on a space availability basis.


Please note that this process is only for NEW intradistrict requests. If your student had their intradistrict transfer application approved in a prior year, no action is needed for them to remain at the same school.

INTERdistrict Attendance Permits

Does the Huntington Beach City School District accept Interdistrict Transfers?

Due to financial constraints and in accordance with board policy, HBCSD does not accept interdistrict transfer requests for students residing outside of district boundaries.

What is an Interdistrict Attendance Permit?

Interdistrict attendance permits are issued for students to attend school in HBCSD under certain conditions or situations as approved by the Board of Trustees.  

What types of Interdistrict Attendance Permits may be submitted?

The Board has authorized the district to receive and evaluate the following two (2) types of interdistrict attendance permit requests for approval. 

  1. Outgoing Release Permit - This permit is for resident parents/guardians who wish to enroll their student(s) at a school outside of the district.  
  2. Attendance Permit Request - This permit is for parents/guardians who meet one of the following criteria:
  • Parent/guardian has relocated outside the district boundaries after the school year started, but would like to remain at their current school for the remainder of the school year
  • Parent/guardian is a full-time, permanent employee of HBCSD
  • Parent/guardian is an active duty military status

Parent/guardian of a current student in HBCSD who has relocated outside district boundaries during the school year.  Permit valid through the end of the school year.

Full-time HBCSD employee residing outside district boundaries.  Permit valid for one school year and while active employee with HBCSD. 

Submission Window:  2/15/26 - 4/30/26

Pursuant to board policy, all Interdistrict Attendance Permit requests MUST BE submitted using the online forms available through this website.  

All other requests, submissions, or untimely permit requests will be reviewed by the HBCSD between 8/1/26 and 8/31/26.  Response to such requests or submissions will be provided by 9/15/26.
