Board of Trustees

The Huntington Beach City School District is governed by a five-member Board of Trustees. Members are elected by Trustee-Area and serve four-year terms of office. Regular meetings are typically held on the third Tuesday of each month at the District Education Center located at 8750 Dorsett Drive, Huntington Beach, CA 92646. Meetings are open to the public and begin at 6:00 p.m. The community is encouraged to attend and to address the Board on matters of interest. 

Board meetings are recorded and kept on file for 30 days after the meeting date. Should you wish to receive a copy of the recording, please contact the Superintendent's office. 
 
The legal authority for establishing policy governing the operation of the school district is vested in the Board of Trustees. The Board, however, encourages participation by district personnel and members of the community in proposing and formulating policies for Board approval, and in revising current policies.

Diana Marks | President

Mrs. Marks has been a resident of Huntington Beach for over four decades and taught middle school for 39 years in the Huntington Beach City School District. She is the proud parent of three children who attended Huntington Beach City Schools. Her service to children in our district includes PTSA Liaison, Athletic Director, Coach, PALS Coordinator, and part of the writing team that earned the California Distinguished School award and National Blue Ribbon School award for Sowers Middle School. Mrs. Marks was also a PTSA "Outstanding Teacher" for Gisler Middle School and Sowers Middle School in addition to being selected as "Teacher of the Year" for Sowers Middle School. Her career has been motivated by doing what is best for kids. Mrs. Marks was elected to serve on the Board of Trustees on November 6, 2018. Mrs. Marks was re-elected to serve on the Board of Trustees on November 8, 2022. Her term ends in December of 2026. 

Ann Sullivan | Vice President

Mrs. Sullivan is a 24-year resident of Huntington Beach and a thankful parent whose two children attended HBCSD schools. She has worked in education for 41 years as a teacher and administrator in a K-8 setting. She has also taught at Cal Poly Pomona for ten years guiding graduate students working towards their teaching credentials. In 1993, Mrs. Sullivan served for six years as the Principal of Agnes L. Smith Elementary School in HBCSD during which time Smith received their first California Distinguished School Award. In 1999, she became the founding Principal at Huntington Seacliff Elementary School, the first new school to be built in HBCSD in over 20 years. Under her leadership, Huntington Seacliff received the California Distinguished School Award as well as earned the esteemed National Blue Ribbon School Award of Excellence in 2014. Mrs. Sullivan was elected to serve on the Board on November 8, 2016 and re-elected in 2020 and appointed in lieu of election in 2024. Her term ends in December of 2028. 

Meghan Willis | Clerk

Mrs. Meghan Willis has resided in Orange County for 32 years and has lived in Huntington Beach since 2015. She is the mother of two children with one attending school in HBCSD and one starting elementary school next year. Mrs. Willis’ leadership experience in the Huntington Beach community includes serving as an AYSO volunteer and team parent, volunteering at her child's school, and serving in Hawes Elementary’s PTSA. She is a software analyst/business consultant for a software company. Mrs. Willis was appointed (in lieu of election) to serve on the Board of Trustees on November 8, 2022. Her term ends in December of 2026.

Paul Morrow, Ed.D. | Member

Dr. Morrow has worked in the education field for 37 years as a teacher and administrator in all levels of public education, kindergarten through 12th grade.  During that time, he has worked in the City of Huntington Beach for 28 years as the principal for Moffett School, Sowers Middle School, and Marina High School.  Under his leadership at Sowers Middle School (1999) and Marina High School (2009), the schools received the California Distinguished School Award and Sowers Middle School received the National Blue Ribbon Award in the 2001/2002 school year; the first for our district.  He received his doctorate degree in Organizational Leadership from the University of LaVerne.  Dr. Morrow has been asked to serve on numerous committees with both districts as the chairman because of his strong leadership and organizational skills, dedication, ability to be a team builder, and visionary leader.  Dr. Morrow was re-elected to serve on the Board of Trustees on November 8, 2022. His term ends in December of 2026.

Brian Burley | Member

Mr. Brian Burley has been a resident of Huntington Beach for over 15 years. He works in higher education at the University of Southern California, where he manages and administers learning management systems for USC Online. Additionally, Brian oversees the virtual server environment for the USC Suzanne Dworak-Peck School of Social Work.

Brian holds a Bachelor's degree in Political Economy, a Master's degree in Public Policy and a Master's degree in Digital Media Management, all from USC. He is currently pursuing a third Master's degree in Emergency Management at USC.

Before joining the Board of Trustees, Brian owned a small business in Huntington Beach and was actively involved in the local community, advocating for parental rights and local control. Brian Burley is dedicated to the community of Huntington Beach and has a passion for maintaining the high quality of education in our school district.

Mr. Burley was elected to serve on the Board of Trustees on November 5, 2024. His term ends in December of 2028.
