Thank you for the support you’ve shown in advocating for fair and equitable funding for Transitional Kindergarten (TK) for Huntington Beach City School District (HBCSD). Your letters, emails, and voices have made a difference, and we are grateful for your partnership.
We want to share an update on where things currently stand:
The mandated cost claim submitted to the State was denied on May 23, 2025.
AB 1391, which proposed TK funding for community-funded districts like HBCSD, passed the Education Policy Committee but was unfortunately held in the Assembly Appropriations Committee on May 23, 2025. This means the bill will not move forward this session.
While these outcomes are disappointing, there is encouraging information that has recently been discovered: When the State implemented Universal TK, it had already recalculated Proposition 98 funding based on growing TK enrollment, including students in community-funded districts like HBCSD. In other words, funding for our students is already accounted for at the state level; there is no additional cost to provide TK funding to districts like ours. However, the State has not provided this funding to community-funded districts.
This represents an important new talking point in our advocacy efforts, strengthening our case going forward.
We are regrouping and working closely with our legislative and education partners to revise our approach. Your voice will be needed again as we prepare for the next phase of this campaign.
