School Report: Peterson Elementary School

Peterson Elementary will share an update on school programs, initiatives, and activities.
Public Hearings: Initial Bargaining Proposals

In compliance with the Educational Employment Relations Act, the Board will hold public hearings to review the initial bargaining proposals for the 2025-26 school year. The California School Employees Association (CSEA) Chapter 316 and the District will present their proposals, which are available for public viewing.
Facilities Development Program Update

Studio W will present a facilities development report highlighting progress on the Sowers Reconstruction project design, construction, closeout phases, and financial updates. The report will also include updates on the M&O Building and Bus Storage Facility projects, funded outside of Measure Q.
Adoption of the Expanded Learning Opportunity Program (ELOP) Plan

Board approval is recommended for adopting the Expanded Learning Opportunity Program (ELOP) Plan, which funds after-school and summer enrichment programs for TK- grade 6 students. The program supports academic, social, and emotional development through engaging, hands-on learning experiences. HBCSD is set to receive approximately $1.49 million in funding to implement ELOP, ensuring extended learning opportunities beyond the regular school day.
Reorganization of Food Services Positions & Job Description Updates

To support the continued growth of the District’s Food Services Department, the Board is recommended to approve a reorganization plan that enhances operations and aligns with evolving program needs. The plan includes:

  • Creation of two (2) Lead Food Service Assistant positions to support middle school meal service and provide site-level oversight.
  • Revised job descriptions and salary adjustments for Food Service Assistant I and II positions to attract and retain qualified staff.
  • An increase in work year for the Food Services Accounting Technician from 11 to 12 months to support financial operations.
  • An updated job description and salary adjustment for the Director of Food Services to reflect expanded responsibilities under California’s Universal Meals Program.
The total annual cost increase of $71,210 for salary and benefits will be funded through the Cafeteria Fund, with no impact on the General Fund. Approval of Additional Work Days & Revised Job Description for Program Specialist

To support recruitment and retention of highly qualified staff, the Board is recommended to approve an update to the Program Specialist position, including:

  • Addition of 18 work days to align with summer administrative needs, particularly oversight of the Extended School Year (ESY) program.
  • A revised job description reflecting current responsibilities and ensuring competitiveness with similar positions in neighboring districts.
The total annual cost increase of $26,207 for salary and benefits will be funded by the Special Ed AB 602. This adjustment will have a fiscal impact on the unrestricted General Fund.
