Peterson Elementary principal and students

Peterson Elementary shared an engaging school report highlighting its commitment to academic achievement, student well-being, and community connections. The presentation emphasized Peterson’s alignment with HBCSD’s strategic priorities through initiatives such as:
  • A focus on early literacy and reading growth
  • Implementing campus-wide implementation of PBIS strategies to promote positive behavior, including the use of the S.U.R.F. incentive system and student-run Dolphin Depot
  • Community engagement through events like Read Across America—featuring nearly 60 local guest readers—and student-led spirit assemblies hosted by the Student Council
  • Ongoing participation in the Kids Run OC program, with nearly 100 students training for the Final Mile event at the OC Fairgrounds
The presentation emphasized Peterson’s mission to promote academic, personal, and social excellence while fostering a supportive, inclusive environment where all students thrive.

Public Hearings: Initial Bargaining Proposals

The Board held public hearings to review the initial bargaining proposals for the 2025-26 school year. The California School Employees Association (CSEA) Chapter 316 and the District presented their proposals.

Studio W Architects presented a Facilities Development Program Update detailing progress on several key District projects.

  • Sowers Middle School Reconstruction: Construction continues on Phase 2 of the Sowers project, with notable progress, including:
  • Completion of metal wall panels on buildings
  • Painted concrete masonry walls throughout the site
  • Erection of steel structures at the new entry portal and concrete poured for fire lanes
  • Installation of basketball hoops and bleachers in the gym, with sports flooring now underway
Maintenance and Operations (M&O) Facility:
  • The district anticipates a Planning Commission hearing for the M&O facility in mid-2025.
Bus Storage Facility:
  • The District is currently collaborating with the City of Huntington Beach to obtain a conditional use permit for the proposed site on Palmdale Lane.
Expanded Learning Opportunity Program (ELOP) Plan Approved

The Board approved the adoption of HBCSD’s ELOP Plan, which will fund after-school and summer enrichment programs for transitional kindergarten through 6th-grade students. With approximately $1.49 million in state funding, the program will provide hands-on, engaging learning experiences that support academic success and social-emotional growth beyond the regular school day. In accordance with state requirements, the program prioritizes participation for students with the greatest needs, including English learners, foster youth, and those from low-income households.
Food Services Department Reorganization Approved

To support the growing needs of the District’s school meal program, the Board approved a reorganization of the Food Services Department. This includes new lead roles to support middle school meal service, updates to job descriptions and compensation to attract and retain qualified staff, and adjustments to key support roles to strengthen year-round operations. All changes will be funded through the Cafeteria Fund with no impact on the General Fund.
Program Specialist Position Updated

The Board approved updates to the Program Specialist role to better support summer programs, including the Extended School Year. The changes include adding 18 work days and updating the job description to reflect current responsibilities. This adjustment will be funded through special education resources, with a partial impact on the General Fund.
