Public Hearing on the Local Control and Accountability Plan (LCAP)

As part of the state’s Local Control Funding Formula (LCFF), school districts are required to develop and annually update a Local Control and Accountability Plan (LCAP). The LCAP outlines how districts plan to meet state education priorities and support student success.

Each year, HBCSD gathers input from parents, staff, students, and community members to help shape the plan. Before the LCAP is finalized, the District is required to hold a public hearing to provide an opportunity for the community to review and comment on proposed goals, actions, and expenditures.

The Board will conduct this public hearing in accordance with Education Code section 52062. The final LCAP will be adopted at the June 17 Board meeting, alongside the 2025-2026 District budget.
Public Hearing on the 2025–2026 District Budget

In alignment with state requirements, the District will hold a public hearing for the All Funds Budget. This hearing provides an opportunity for community members to review and comment on the District’s proposed financial plan before final adoption.

The 2025–2026 Budget was developed using the latest guidance from the Governor’s May Revision, the Orange County Department of Education, and School Services of California. It reflects updated revenue projections and the District’s continued designation as a community-funded district.

The proposed budget prioritizes educational programs, student needs, and long-term financial stability. It includes a projected unassigned ending fund balance of over $3.4 million, which exceeds the state-required reserve, helping ensure that HBCSD can meet payroll, maintain services during economic shifts, and preserve a strong credit rating.

In accordance with Education Code, the final budget will be adopted at the June 17 Board meeting, following this public hearing.

The proposed budget and supporting documents are available for public review at the District’s Administrative Services Office.
Strategic Plan Update and 2025–2026 Priority Goals

District staff will provide an update on the 2024–2025 strategic plan priority goals and present recommended focus areas for the 2025–2026 school year.

These annual goals are part of HBCSD’s five-year strategic plan, which was developed during the 2021–2022 school year and approved by the Board in June 2022. The plan reflects the District’s refined vision, mission, and learner profile, and is designed to drive continuous improvement across all schools and departments.

Following this presentation, any recommended revisions from the Board will be incorporated. The final 2025–2026 priority goals will be brought forward for approval at the June 17 Board meeting.
Kindergarten Through Second Grade Screener for Reading Difficulties

To meet the requirements of Senate Bill 114, all California school districts must begin screening students in Kindergarten through 2nd grade for reading delays starting in the 2025–2026 school year. In December 2024, the State Board of Education released an approved list of screening tools that districts must choose from, with local school board approval required.

In preparation, the HBCSD formed a Reading Screener Committee in January 2025, comprising kindergarten, First-Grade, and Second-Grade teachers from each elementary school. The committee reviewed the background of the legislation, evaluated four state-approved tools, piloted two, and collaborated to make a final recommendation based on effectiveness, ease of use, and student experience.

The committee recommended Multitudes, a free screening tool developed by the University of California, San Francisco. The program involves a 15–20 minute, one-on-one screening conducted by classroom teachers and is designed to identify early reading challenges with strong accuracy and an engaging format.

There is no cost to the District for implementing Multitudes.
